What is a capacity charge - and why does a peak load cost so much?

Larger businesses pay two components for the grid: a usage rate per kilowatt-hour consumed and a capacity rate per kilowatt of the highest measured capacity. This highest quarter-hour determines the capacity rate for a long billing period. In other words, consumption itself does not become more expensive – a single peak determines a price that remains in effect for a long time.
